The sun appears in the horizont to welcome this third day full of clear skies. The chaoticity impregnated in DISEC seems to have disappeared today. The delegates entered today full of energy and clear ideas, to put a final spot to topic A. The final declarations of some countries like: USA and Colombia, determined some of the main ideas of the working papers in developing; increase network’s corporation and share resources from the cybersecurity department to prevent more cyberattacks in every country.
Three of them came up to solve spyware and cyberattacks problems. The A working paper was created by South Sudan, Rusia and China. Proposing: the intervention of their governments to invade user’s privacy to discover hacker’s identity; to support of Pegasu’s projects for cybersecurity; to encourage education about Internet for citizens; and support undeveloped countries to reach this goals too. On the other hand, the B working paper was created by Israel, USA and Japan. They proposed to encourage the rest all the members to share every sources; to create a new subcommittee of cybersecurity organization; education about cybersecurity too; effective spywares to fight terrorism and crime; and the none intervention of big companies. The third position paper wasn’t accepted by the chairs, because it didn’t fit the format.
Furthermore, some tension between USA, India, Rusia and Iran delayed the working papers. USA indicated that anyone was given solutions to the problems talked yesterday; India and Rusia didn’t trust USA at all; Iran accussed USA for its suffering caused by cyberattacks and spying its government’s information. However Estonia, South Korea and South Sudan highlighted the importance of looking for a solution instead of pointing at each other. The necessity of amendments were collective, so they cleared their working papers and began with them.
All the amendments proposed were modifications for the B working paper. Some of them were the following ones. Switzerland proposed the intervention of a representative trainer of cybersecuritty programs. Spain, France and Norway preferred to send experts of cybersecurity programs to undeveloped countries to help them with education. In addition, proposed some regulations and standards to control private organizations and share their information to be general and public. Chile and other countries decided to proposed the intervention of CSO to regulare the use of spyware by governments. After all this proposals, the A working paper was selected to be the resolution of the problem, topic A. Winning South Sudan, Rusia and China, with their signatures, the debate.
Further on, the topic B: The Joint Comprehensive Plan of Action (JCPOA): a Nuclear Agreement with the Islamic Republic of Iran. The debate started with too much tension and attacks to Iran. Two positions between all the countries were totally clear. UK, Kazahstan, Chile, Spain, etc. were trying to created diplomatic and peaceful relations all the time. However, USA defended the use of nuclear arms, like Rusia to defend other countries like Spain, which don’t have nuclear weapons to combat with. Or for peaceful uses. Iran defended this uses of weapons because of the hostile environment that it’s suffering in its Islamic Republic, although Rusia accused them of donating terrorism groups. Mexico supported the creation and trade of arms, but only if they were for peaceful uses.
Even though all the tension and pressure that is coming back with this topic, the gossips and cornations weren’t lacking today. Gossips were full of funny and original challenges that chairs encouraged some delegates to do, and the flirt was there too. Apart from that, today a lot of cornations were send in DISEC. The room was filled with 70 lovely cornations. Tomorrow, it will be seen if there is any crisis coming on, or if Iran is going to suffer all the consecuences because of the excessively use of nuclear arms. The path is too swampy today, but we hope it will be clearer in the future, with stable resolutions.
